Dont have them myself but all Il give some info based on what I know

OEM fogs
reflector cup
slightly different button

eBay fogs
available in clear, yellow, ion, and i think blue
40 dollars compared to ~100 for OEM
black plastic surround tends to fade color..just spray em before putting on.
IIRC different size bulb used

Generally they will both work fine, its just what you want to pay. The only noticable difference is that the OEM one has a small cup in front of the bulb, the eBay ones just have a bulb with a painted tip to avoid major glare. GL!

edit: considering you will have these on at the appropriate times (fog, snow, whatever) the small differences really should make it that different. I would be more concerned with the bulbs you get for them rather than the light itself, cause in this case, it cant be that different...and FYI you can get a ticket for running fog lights on if the condition isnt necessary, kinda like high beams, so be careful. Either way unless you retrofit projectors into them (and i have seen this done as well) there will be more glare than from your headlights, so I wouldnt expect an HID quality cutoff from either set of housings.

If you lived in the United Kingdom, or possibly even Seattle, I would say yes. Otherwise, what's the point?

One could seemingly categorize that as "Seattle", per se, as it's quite close to that city.

I personally like the look. Gives the car more of a luxurious look to it, even though it's just a civic. Not a fan of the "JDM" yellow ones though. I ordered myself a set of clear ones earlier this week.

ebay ftw! much cheaper but often times there are wiring issues. in the case of mine the didnt not work; i just simply bought a fuse and attached it to my wires and then spliced it to the battery. working fine for a year now.
