Default CRX 91' starting issues

I have a 91' CRX SI.
Having a problem getting it to Run.

~Changed the plugs, with the right gap.
~Changed the Distributor Cap and Rotor.
~Changed the Plug wires with new.
~Installed a New Battery.

The problem comes down to it that the original owner had a car alarm installed in it. They tried to remove the alarm to figure out why the car randomly died and wont start up.
I checked the Fuel pump "Blk/Y" wire to see if they put the Kill there, the wire was untouched.

Correct me if im wrong but when i put the key in, and turn it to the acc position, shouldn't i hear the Fuel pump prime up??

The car will turn the starter, but it just wont fire up.

Question on the ECU, i noticed it has some LED's on it, Do those Light up at all?

Any trouble shooting guides to follow by would be greatly appreciated.

The motor will still turnover if your main relay is farked. Its probable that your fuel pump has had it though.

I guess theres a Relay in the glove box, that works for the fuel pump. Im gonna trace through that area to the pump.

Cause the car alarm that was installed by tweeter was a clifford alarm, of coarse that company no longer exists so i can't get a wire layout from them to figure out what they did to kill it.

hehe i wont surrender, ill keep hacking at it til i get the beast started.

Nope no relay behind the glove box. I tested the main relay and it works fine from what i read in the book. Its gotta be the pump.

This is what i've been looking at by, damn i feel like banging my head into the wall. LoL No wonder the car is having issues i look at the fuel pump and it shows 4 wires, where the diagram shows only 2. humm...

So the relay i tested works, i tested to the honda books specs, but i get no power to the relay. And as i can see the wires are hooked up right.
The pump dosn't turn or makes any sounds, hence the relay.
