Many people have had success with Ground Control's and Koni Yellows (what I currently have) they are more like $1,000.00 but well worth it..
I used to have Neuspeed Sports on illuminas (great for the street and OK for auto-x)
But really.... you should look into what you want to do with the car...
Look at what class you want to run with... and then decide if a suspension upgrade is necessary.

Currently with my 1999 Civic Si I have GC with KYB AGX dampers. Spring rate is F450/R650. This setup has been amazing from day one. I run full stiff on street/track and the balance is amazing on large tracks. GC is a proven setup and I would recommend it.
I also have experience with K Sport in a 1996 GSR. Set up properly (adjusting the damper body to maximize suspension travel) I am very impressed so far. Impressed enough that I might change out my KYB AGX dampers on my car. I do not have much information on long term reliability of the K Sports yet and the KYB AGX's have withstood hell (daily driving Indiana roads, many track days and autocrosses) for the better part of a year.
I tend to like suspension on the stiff side though. There is no perfect coil over, it depends on the user.

700 is a terrible budget, save up 300 more and get koni yellows and ground control coilovers, they are, by far, the best setup
dont cheap out and get megan racing or some other knock off shitty coilovers, they aren't worth it
KONI + GROUND CONTROL = PIMP
