2002 civic lx

Owned by a friend, Its engine wiring harness was attacked vigorously by RATS. About a week ago, he filled his gas tank up because the gas light came on, but the needle hasn't moved at all. then he came out to start his car, and it turns, but the fuel pump isn't priming. He also had a cel for a short in the electrical system, which i think we fixed(wire was cut from the rats) but i dont know if there are any burnt wires on the harness.

I think these are his options...
-Buy a new engine harness
-pull the fuel pump and inspect the wires running to it(damn rats!)
-buy a new fuel pump.

Keep in mind the gas light and float stopped working about a week before the pump stopped priming.
