I/H/E Intake, header, exhaust. Don't bother with "performance" spark plug wires/plugs, but do tune up with OEM equipment at regular intervals
Go with an ebay intake tube with a good K&N filter. For header money is going to determine how much you get out of it.
Stock h23 header sucks dog dick so any header is a step up. Dc makes an okay header for the price. Vibrant would be my personal top choice (I think they do h23 headers as well as h22)
Exhaust, go with a magnaflow cat probably (they are the best for doller) keep the resonator and perhaps go with a vibrant axle back exhaust or similar.
After that cams maybe (which is where im at now, still undecided what I want personally). Hit up the topic in the FAQs section, theres a whole list of mods you can do for cheap easy horsepower. Plan out what your doing though so you don't buy parsts that conflict with others. Ie. don't buy a regular header if your going to turbo etc.

I think we're trying to get Vibrant to make us a header for an h22a, h23 as well. Speaking of which go add your names to the list!
But to answer your question, intake header exhaust like it's already been said. There's not mut "basic" mods love for the h23.
