If the car was a 99 and you have a b16a2 then why did you convert to OBD1. You should just run an Ecu out of a 99 Si (P2T I believe) and use a harness out of a 99-00 Si...
Get your codes read? If it wasnt throwing the codes when you bought it with the swap then your o2 sensor probably went bad somewhere along the way

Chipped computer don't even use the O2 since it's in open loop, and can't use an OBD2 Generic/Factory to read it since the computer is OBD1, but this is what I will definitely do first:
- Check the wires/terminals to the ecu for opens or loose connections
- Then check the soldering on the ecu
- If all that is done, last thing to suspect is the person did not take off "CheckSum" and the ecu is rejecting the program causing it to run on default. ie: can't rev past 3500rpm

yeah i think the ecu needs to be re chipped and tuned.... im takin it to philly dyno works tomorrow to get dyno tuned..... its definetly sensor related... so thats what i tihnk im gonna go do
