Someone is selling these locally (both driver and passenger harness), and I wanna pick them up. Are they direct bolt on to my USDM ITR seats that are in my 00 Civic Si? Are they hard to put in?

yes they "bolt" in
you need to get the fisheye loopy things, how bout going to a site like http://www.crowenterprizes.com/shop.asp and doing some research.

I looked on that site, but I don't see much info.. Just different items for sale, which I know nothing about. Exactly what are the "fisheye loopy things"?

 

not another harness thread, if your putting in harness mount them correctly or don't do it at all. Dont put your body in jeopardy specially your spine. Harnessbar or rollcage is needed.
