Default Question regarding swaps and legality

I live in NYS and things are pretty strict up here. Had a question regarding swaps and laws.

From what I've read, 96-98 Honda's are OBDII-A and 99-00 are OBDII-B. I never found out the difference. But anyways, would there be any effect on putting a 96-98 motor in my 99 coupe? I know with OBDII, you need a swap thats your car year or older. But as far as passing inspection and such, would I have an issue if I put a 96-98 motor in my 99? I'd rather not have to "rig" up my motor to just pass inspection every year. I'd rather swap in something and not have to touch a single thing at all.

My car is and always will be a DD. And considering it's a 99 and I'm broke, it's hard to find a decent 99+ motor for cheap hence why I might just spend more and get a nice 96-98 motor.

I wouldn't put in another D-Series. I'm going B-Series. But I just want to know if there would be ANY issues at all (CEL's, etc.) if I were to put in a 96-98 into my 99.

No I haven't already found the motor I want. But if 96-98 motors would work, I'd just get a full swap off the internet (hmotors, etc.).

The ONLY 99-00 spec motor swap I have found that is sold online is off hmotors and it's not even a full swap, it's a longblock. I'd still be missing a lot of stuff but it's still only $749 + shipping.

But again, I'd like to know how much trouble a 96-98 would give me in my 99. I already know it's not legal by OBDII standards, you don't need to tell me that. I'd just like to know what problems I'd run into, if any.

If you already know, then why are you asking? You most likely won't pass inspection.

I'm wondering what problems I'd run into mechanically.
