Default cel 41 (yes i did search)

so im trading my 92 cx for a 95 ex and the car just started to throw a "cel 41" code which is Primary oxygen sensor heater, i did a search on google and it came up with ...

Primary Oxygen Sensor - Heater circuit malfunction

so does this mean it needs a new o2 sensor??

i did a search on HT and it only came up with cars that had swaps and very much usefull info.

the guys car is a d16z6 with the normal aftermarket parts i/h/e he also just replaced the dizzy cause it went out. so im just wandering what does he need to do to fix this before i take on the car? thanks.
