actually yes it will (you're thinking of the speedometer)

did you wire vtec to the ecu?
what year is your car?
what ecu?

your tach doesn't work because you have a 00/01 harness, you need to run a wire from the dizzy's blue wire to the blue wire at driver shock tower to make it work or you can get a 96-99 Integra harness and it will work

leave the blue wire alone. your civic harness is already prewire for the tach.
most likely you haven't connected the vtec solenoid and pressure switch?

here these links should help you:

also, you need to know how to read CEL codes. if you have any CEL for any reason, vtec will not work.

this should help with that:

NOPE, I am right he is using a 00-01 Integra engine harness plugged up at the shock towers to the 95 Civic. When you use 00-01 harness in a 92-95 you have to connect those two blue wires for the tach to work. Also he just asked how to run vtec wires to the ecu and his car is a 95 and they aren't prewired for vtec like a 92 would be so I am pretty sure that his vtec solenoid and pressure switch are connected.

yes, i'm aware of them no coming prewired. when i mention prewired i was talking about the tach wire.

as for the vtec wire, i posted him some links, which i hoped he checked.
