Default question about lower control arms

Is #27 necessary and what is it's purpose. I got a pair of new lower control arms and they didn't have the screw for this bar.

27 is the sway bar, you can run without it but your handlling will be sacrificed some. if you do choose to run w/out it take the sway bar off. wht kind of LCA's did you get?
