i dont get whats missing? and why does it need a resealing? condensation?

 

its one of the silver things you place before you screw it in. And yes, they do fog up on the passenger side.

 

Do they have a DOT number, and they don't come with the bulbs do they?

 

im sure they have a DOT number and no blubs are included.
