Default Type R Cluster Going Into a GSR Problems

Ok check it out. I have a 94 Integra GSR. I bought a type r cluster from a friend of mine for it. When i installed it everything worked except that the ABS light is on and the fuel gauge goes up and down first it will say full then it will say empty its pretty much fluctuating. So i thought maybe it was just the cluster so i got a different one and it did the same thing. Does anyone know whats going on and how to fix it.
Thanks

I believe it is out of a 98 type r and it is a USDM cluster.
