Are you asking how to install the '96-'00 JDM column light onto your USDM Civic?

That would be correct.

I have a 00 USDM Si. I would to install and wire and have work properly the 96 - 00 JDM steering column/key hole light cover, that I currently have sitting here on my desk.

Well I don't know how those are suppose to function, Ie: with a delay or when the door is open, or with a switch? If you want it to light up when you open the door then get a relay, get a 5prong relay prong 87 and 85 fused 12volts, prong 87a to ground, prong 30 to one side of column light, and prong 86 to door pin switch (ground when open), Ground the other wire coming off of the light. If you want it with a switch then there is 12v source at the under column fuse box, there will be male plugs that a female quick disconnect will connect to, they are labeled by number but I don't remember which one is which, just use a test light to find which one has hot at all times then wire that to a switch and to the bulb on the light. -ejoner
