Ground control top hat install?

Ground control top hat install?
Hey, just putting together my
Koni DC2R shocks
GC Sleeve kit
and Top hats.
Basically, do i use the koni sleeve that goes into the top hat.. Like they can only got about half way into the top hat bushing.. and therfore i can only get 1 nut on the thread of the 'piston'
what i have is
KONI > then the white plastic washer > bumpstop > metal washer on the top groove of the piston, then i try to the top hat with the sleeve in it
