Cluster not working on my R6.

Default Cluster not working on my R6. NOT 56K SAFE!

My cluster on the R6 is not functioning most likely due to a wiring mishap. The only thing that works on it is the "N" light which comes on when the bike is in neutral. The tach, speedo, turn signals, etc, all do not work/come on. I purchased the bike like this so I'm not sure which wires the previous owner messed with but one thing that I do know is that there is a black and red wire that goes from a fuse box holding a 10amp fuse and the negative battery terminal, under the gas tank, thus sticking out near the handle bar on the clutch side.

The fuse was blown upon checking it but the wires aren't connected to anything so I really want to figure out where the wires are supposed to go before having to run out and get another fuse. Here is a picture for reference.

Replace the fuse

If it blows again then keep digging. Is the wire sticking out near the clutch exposed? I would tape it off to prevent it from shorting.

The thing is, the wires are exposed and are just sitting there. I'm pretty sure that they are supposed to go to something, so replacing the fuse wouldn't make a difference right? The current going through the fuse box isn't going to have to be regulated if the power is going to nothing?
