What is the best for intake.
Hi I'm Caleb I have a 2001 Honda Civic EX I am wanting to put in a cold air intake. But I don't want my engine to hydro lock. would I be better off getting a cold air intake with a blower or a cold air intake with a bypass valve? And what would be the best thing price and proformance-wise.

CAI (or any "bolt-ons") = waste of money; the d17 engine sucks
to get power, do a swap, get nitrous, or turbo.
if you still want an intake, get an aem v2. there's no BPV for it; that's only for the original CAI. the BPV is a waste of money anyways....
the "whale *****" from passwordjdm is also another worthy intake to look into if you STILL aren't convinced that a intake is useless.
