Default wastegate question

i know its been covered but my question isnt answered yet so we'll see what u guyz have to say ok so i picked up a T25 about a week ago and the wastegate seems to take a bit much to open so i figured lets try to see when it opens... only i dont have a tool for it, so i took a cylinder leakage gauge and hooked that up with a vaccum line and a fuel gauge adapter with a nipple on it for rubber fuel line and ghetto rigged this thing up and let some PSI through... the arm didnt even start to crack until around 12-13 PSI with my contraption, there may have been a little leak, but that still seems high what do u guyz think. The turbo is a garrett T25 from a 99 eclipse thanx for any replies.

Cliffs ::: Garrett T25 doesnt seem to open until 12-13 PSI should be stock arm looks fine?
