LMA3 rpm signal problems

Default LMA3 rpm signal problems

I'm trying to wire an LMA3 into a 2000 integra gsr with an obd2->obd1 conversion harness and chipped p28. Innovate's website says to take the rpm signal from pin A21 which is the ignition control module. On my conversion harness A21 goes to the ignition control module and the tach on my stock harness. With a volt meter it reads about 11.7 volts at idle and goes down with rpm (tried several ground spots and different grounds from the ecu). The LMA3 reads it s 1.6 at idle and goes up...but the LMA3 can't read sensors that go above 5 volts so I think something must be wrong. Does anybody have any ideas or know what I might be doing wrong? Thanks in advance for any help.
