Default V-tec-E Not working

I've searched and searched and done everything I know to do and I'm at a loss as to what to do. I have a 92 civic VX, just rebuilt the entire head and the engine runs great, however I have a bad LAF sensor or 5-wire o2, which throws a check engine light. I am getting this replaced, but I am also getting a #22 CEL. Which is the Vtec Pressure switch. Anyway here is what I have done to diagnios is and I am still at a loss.

I checked voltage with they key on of the pressure switch wiring (in the connector) from power to chassis it is 11.4v and from the power to the other wire (I assume ground) it is 11.4v. So I figure ok the pressure switch is bad, so we stole my brothers WORKING b16a pressure switch, which is the same part number from Honda, and installed it and yet nothing.

I don't have an oil gauge to fit the threads on the V-tec solenoid so instead we pulled the v-tec pressure switch and started the car for a brief moment and yes there was a VERY steady stream of oil, this would mean its getting oil to the switch.

Can anyone help me? I'm pretty sure the pressure switch grounds to the ecu so I'm currently lost as to why its not engaging. I know its not working because the d15z1 falls on its face and busts its skull at 5k.

Any help would be awesome.

The entire v-tec assembly was removed, cleaned, inspected. I used a second sensor that I know is good. I know its getting oil pressure. The speedo and tach work 100% perfect.

Could something in the valvetrain itself be causing this????

Please help me out here, I'm selling the car and need to get this fixed before tom. night

check the big plug on the dizzy side of the camshaft cap under the valve cover. i forgot to put it back in cause vtec to not see enough oil pressure which equals no vtec
