What to gain from pulling out headlight bulb shield

I was installing my hids today in my civic and noticed the old owner had broke both shield loose that reflect the headlight bulb. Is there a reason for this????

no it looks like he did both on purpose. Both are done the exact same way

I don't know why, but I can tell you if you are installing HID's into stock housing w/o the shield you are going to get flashed constantly by lots of pissed off people. Seeing the bulb directly is like looking at the sun.
