Default Vtec Issues in 95 Prelude SRV

I have a 95 Prelude SRV and am having vtec issues, every time vtec should engage it bogs just like there is a issue with engagement. I tested the solinoid and it seems like its working fine, opens and closes. I also tested the vtec pressure sensor and it looks fine and does what it supposed to. Does anybody have any ideas where i should look next? any ideas are good. Btw the prelude is turbocharged and running s300 Hondata and it does not throw any codes.

first idea from me is clean the screen on hte solenoid, it may be working, but not properly flowing oil

i thought that too, but when i took vtec off the screen was clean. I also went through Honda service manual instructions which say to test the resistance of the solinoid. The result came back at 16.3 ohms and manual says 14-30 ohms is alright. I also tried a manual manuver but taking the solinoid and applying power and checking if valve opens and if oil flows. It seems to do so.
