Default Really bad idle and rev no cels! ???

95 Eg with d15b in it just bought from hmotorsonline.

Z6 wiring harness with some IM someone ported out for me to fit a 62 mm throttle body didnt change dizzy or timing belt. I did have cels for iac tps and iat but i fixed all of em now when i crank it it idles at like 200 rpms for about 3 secs yjen revs by itself up to like 4500 rpms. I havent adjusted the timing on the tps qhich im doing in the morning.

Any ideas on if this would fix it or is there something else I'm missing here?
