vtec not working on a DA
Hows your oil level? Speed sensor? Any CEL's?
You can always run a switched 12v to the vtec solinoid into the car and switch it on while driving. Just to test if the system actually works or not. If it works there then its something with the wiring or ecu making it not work... try to run a direct wire from the ecu pinout to the vtec solinoid if that doesnt work something is up with your ecu.

if you choose this method, make sure you have enough oil pressure to flip a vtec switch.
my advice is to chase wires, chances are that's where your problem lies. if that's not it start looking at things that are vtec specific to make sure everything is functional etc.
