horn not turning off/ remote locks not working
I'm only combining these two things into one post because I think there might be a chance that they are related.
My car is a 98 civic ex 4dr and when I press my horn button and release it the horn doesn't turn off. Sometimes it stops if i press the brakes, turn on the stereo, and sometimes I have to turn the car off and then back on before it'll stop. Also, a neighbor told me that it randomly turned on for about twenty minutes (lucky no one got pissed and smashed the thing) while I was away on a trip (though in the same week his bmw m5 did the same thing).
Another thing is that my remote locks don't work at all any more and I have changed the battery on the remote. There's some other problems with the locks, should make another post for that or add it to this one?

Hearing that both you and your neighbor's cars have the same problem within a week make me wonder if someone has somehow been messing around with your cars.

start under the dash on the driver's side. just crawl under there with a flashlight and look around.
you're looking for any wires hanging out of the loom, splicing, potential shorts, wire's in the way of the pedal assembly or other moving parts.
if you don't see anything here, you can move to the steering column. five screws to get the cover loose. I like to have the neg bat cable disconnected when i get in there just for peace of mind... remember to be carefull of the yellow air-bag cable!! and you're looking for the same thing here.
