Can an Independant Shop do my T-Belt on a 03 Accord?
I'm wondering the realiability of smaller independant shops doing a job like the timing belt and water pump on my 03 Accord?
I want ONLY Honda parts and for them to use the right tools and methods?

I guess it would depend on the shop. I'm sure there are some smaller shops that can do it just fine and I'm sure there are some that would royally screw up. As for the parts, just ask if they will be using OEM Honda parts or parts from an aftermarket supplier.
also, if you have an 03 doesn't doesn't that have a timing chain instead of a belt? I thought those didn't need regular maintenance like timing belts?

The 03 accord do have a timing chain. There is no service interval on it. The only time it will ever need replacing is if it streaches or you don't change your oil and it starts to make noise and take out the guides.

Turbowa...are you 100% on this? My manual says to replace timing belt?/chain? at 120,000 for the first time. I have the 03 Accord V6.

v6 has a timing belt ,, 4 cyl has a timing chain.starting in 2003
I would use a shop that specializes on Hondas to do your work, and make sure that they use factory parts,
I would advice to do the belt at no later than 90k miles ,, sooner if you do mostly city driving
