Default supercharged crx d16

I'm having a problem with my fuel pressure. I upgraded the kit and got a fuel pump and pressure regulator but my car wont start because i'm getting 70psi and no matter how much i adjust the regulator it either goes to about 0 or stays at 70psi. There is no in between. Anyone got any ideas? This is the only reason it won't start i believe because it's getting way to much fuel. Is it the regulator or should i put the stock fuel pump back in?

to start the car u need air, FUEL, and spark, but not too much fuel u probably flooded ur pistons w/ fuel.
