tire wearing problem
ive got a 88 ef and my rim and tire on the front passenger side are slanded outward unlike most civics? i havent ever hit a curb, when i bought the car it was not like this, my car is not lowered and im going through tires like crazy any ideas??
the toe setting on your caris probably out of spec. toe out or toe in will eat tires alive.
go get an alignment done to see if that is the problem. its worth the money and cheaper than new tires...

Camber has little or nothing to do with tire wear. You can run a fairly large amount of negative camber and not cause any excessive wear on you tires. I have run in excess of 1.5 degrees of negative camber on my cars before and never had a problem. Improper toe setting cause tire wear. If you have some negative camber combined with improper toe settings you will tear the hell out of your tires. I generally set my front toe at 0 if I can but if I am going to run the car on the highway a good deal I might go with a 1/16" toe in for stability. With proper tire rotation and inflation you can get better than 40k miles from a set of tires even at 1.5 degrees of negative camber.

Regardless of that it sound like he is having a suspension issue if he has had two alignments in the past year or so. You really need to give your front suspension a hard look. Inspect all bushings for wear and movement. Since you have made upgrades to the suspension inspect everything well and see if anything was installed correctly.
If you bought the car new and have never hit anything then try a different alignment shop; pay a little more for a good shop if you have to. If you bought the car used inspect carefully for any bent parts and maybe even have the frame checked for true. You never know what a car has been through before you buy it used.
