Default problem with track car.

i have an 94 honda accord honda challenge car, which runs off the 94 integra RS ecu (the accord ECU has a speed limiter). but, this problem happens with both ECUs.
basically, the car just falls on it's face intermittedly. it's the equivalent of just lifting of the gas and coasting in gear. i cannot figure out any pattern other than it likes to do it at T10 at summit, and around the kink on the front straight of VIR. also, the left sweeper after the spiral on south course. it happens in 3rd, 4th and 5th gears, though usually in 3rd or 4th. i for the life of me can't figure this out. the car sat a year and a half before i bought it so i thought it was fuel system issues. anyways, here's what i replaced.

fuel pump
fuel lines from pump to filter
fuel filter
02 sensor (using RS one, but i think they are the same other than plug)
distributor which includes ignitor.
main fuel pump relay
bypassed ignition switch
added more fuel pressure (from 35 to 40 at idle. book says between 31 and 38)

also, when the ignition is in the ON position (hot wired) the speedo goes to 15 and stays there at all times. the other gauges work fine.

with the TPS and MAP sensor disconnected, the problem still happens.

checking engine to ground terminal is less than 1 ohm. ground from terminal to block is connected, but looks corrored on the strands (going to replace). ground from valve cover to engine mount is ok. ground from intake manifold to wire harness is ok.

fuel pump plug reads proper voltage, and checked ok when madly shaking the harness all the way to the dash.

the RS ECU throws 41, 02 heater, and after i drive it, 17 (i think) vehicle speed sensor. i'm not 100% the 02 is hooked up right, considering i had to splice it to adapt to the accord harness and there was nothing saying what each wire was on the 02. though i'm pretty sure the heater is hooked up right (read a resistance between two wires, just like a coil). the other two i'm shady about. i hooked it up to what looked like it should be, but it reads a negative voltage. it's supposed to be between 0.1 and 0.9. i swapped those wires, and the problem still occurs. i have a speed sensor, but haven't replaced it, not sure if that could really be it.

the accord ECU, the check engine light comes on at startup, but won't blink a code when i short the plug, it just stays solid.

that's about all i can think of. anybody have any ideas, it is so irrating (and kinda dangerous to be on track with it cutting out.)

Honda Challenge is a NASA sanctioned race thats....you guessed it! for hondas!!!...and hes running a 94 Accord in the race...

yea, it's H4 right now, but i'm thinking of moving over to PTE since HC is dropping off
