1500-2000 for a bolt on turbo. Expect to gain 100HP+.

Yes you could go with the basic... IHE which would be around 800 with decent stuff and you would gain about 10hp

I don't think you'll end up needing a fuel rail on an anywhere near stock NA engine.

Ebay header - 100
Ebay intak - 50
Ebay exhaust - 200

There ya go, for 350 you have bolt ons to brag to your friends about. You aren't going to make any power and your car will sound like crap. A fuel rail and intake manifold aren't going to help you out much eithier on a stock car. Save your money for some mods that will be worth it.

do suspension and or boost, dont waste ur time spending 1000 on ur car for boltons like exhaust and header and gain 10hp

say u spend 1000 on intake header hfcat and exhaust gain 10-20hp if u saved up 800-1000$ more you could boost and gain 100-150 hp

A "good performance" header is going to cost alot more than 400 dollars.

It sounds like you need to set some goals. How much hp do you want and how much do you want to spend?

the only ppl who have major problems with boost are the retards who don't do it right, expect too much out of a stock block, and use shitty parts.

you are not going to make hardly any power with just I/H/E if you aren't willing to spend $400 on a header.

I/H/E is a great starting point for later NA mods, but if you can't pay don't even try to play

i'll have about 4500-5000 to be spending on performance, and i do want to stay N/A.

Things for sure from that budget id like to do I/H/E for sure, Rims/coilovers too.

For I/H/E what are good brand/models? I was leaning towards fulll Skunk2 Exhaust, not sure what kinda Short ram intake i should go for and Headers, greddy?

comes back down to goals, in nearly all cases a B18B NA build is utterly useless but if you only aspire to beat GSR's it shouldn't be too hard

In that case look into a Toda, Spoon or a Hytech header. I'm not exactly sure on the price but they should be well above $400 but definitely below $1000.

Or you could boost.

greddy headers don't make much power compared to other better 4-1's or tri y's race headers. its purely meant to look pretty and let the exhaust flow a little better then stock

Go to this site http://www.tprmag.com

they list a few brand name products, and their price range, and the approximate gain on a Civic SI, having a GSR, you should see similar gains from all these products.
