My passenger side seatbelt is not retracting and the sensor is beeping. I tried to replace the fuse and that did not work(the beeping stopped but the seatbelt didn't work). I took it to the dealership and they said that it is a "control unit" issue and not the seatbelt (cost to replace $700). Thus, it is not covered under the warranty.

If the control unit makes the seatbelt function and the seatbelt is not functioning, shouldn't this be under the lifetime seatbelt warranty?

Is this something the average car owner can replace themselves? Does anyone know where I can find this part online or how much it should cost?
