Default Tilt Steering Wheel Lever adjustment

Does anyone know if there is an adjustment or fix for the tilt steering wheel release lever on a 2000 CRV? My lever doesn't stay in place when you lock the steering wheel in place. It tends to fall back down and becomes a "knee cracker". I looked at it a few minutes but did not immediately see any adjustment on it. It does tighten up when you lift it to lock the column position but it just doesn't seem to tighten up enough to hold itself in place. I'd appreciate anyone's help on this. Thanks.

Thanks. I'm guessing I have to remove the lower cover under the steering wheel to get to it? All I see from the lever side is the end of the threads of the 12 mm bolt. I'm guessing the head to tighten must be on the other side that can't be accessed from the left side where the small cover can be removed.
