help!! exhaust cam wont move!

Default help!! exhaust cam wont move!

hey my shop called me tonight and said that they put in my brian crower valves, valve springs and retainers, and cams. and that the intake cam moved fine, but the exhaust cam wont push the valves down. what could be goin on. the valves are stock sized, and the head wasnt ported or anything
