Default 91 Civic LX burns oil

Car died. I did a compression test. One cylinder down to 40lbs compression. Removed head, replaced gaskets, valve seals, water pump and belts. Put back together. Burns oil and smokes. Compression 160 lbs across the board. Does not overheat. Runs great no misses. Took apart checked the valves and seals all looked ok. The hose to the pcv valve was blocked with dried burnt residue. Replaced the can, hose, and PCV valve. Put back together. Still smokes and burns oil. About a quart in about 10 minutes. Thick smoke. Compression still 160. still runs up to redline with no misses. All sparkplugs are coated black. equally. Valve seals are from NAPA not Honda. What could I look for next. Any suggestions.

160 psi sounds quite low... Most a6's I've tested have been in the 180 range. Valve seals usually stop smoking as the car warms up. Have you tried a leakdown test?
