Default Clear coat scratches..how can I get rid of them?

What is a good effective way to remove clear coat scratches on a black car? Would a good buff with the wheel take them out?

Depends on how deep they are. Light surface swirl marks can be removed with aggressive polishing. Really deep scratches may need wet sanding. Buffing with a good compound and technique, followed up w/ polish is also an option.
