does the upper strut bar drastically effect steering?

Drastically? No, any strut bar will stiffen your body roll by minimum amounts.

i felt a difference, rear sway bar makes the biggest change though.

Its most noticeable if you frequent both normal street driving and twisties. The difference was pretty noticeable for me once I hit the twists.

To me, the cheap ones work just as good as the $100-$200 ones. Anyone disagree?

i bought a 3 pc set from ebay... upper front, upper rear, and lower rear tie bar for like $45.... i automatically noticed the front an rear suspension alot stiffer also body roll was reduced.... i do drive up the canyon from time to time and i do notice a sigificant difference wit the strut bars an tie rod............ just my input.

To an extent yes... but it's just going to be a little cheaper... thinner metal not quite made "perfect" for your car.
