Default 88 dx no start

My 88 Civic DX will not start. When I turn the key, the fuel pump will not prime. I checked all the fuses, replaced the main relay, but nothing. Then I used a test light on the plug for the pump. It lights up, but very dim. I'm assuming this means it isn't getting the current it needs to run? I tried the test light at different ground points, so I know it isn't the ground. Any ideas? Thanks.

find a wiring diagram and get an ohm meter start checking resistance from the main voltage sorce to the connector should not be more thatn .2-.3 resistance on either side. test light will really do no judgment for this
