White smoke = blown head gasket. This link should solve ALL your ?'s https://honda-tech.com/zerothread?id=1812135
well im not throwing any codes so my oil pressure would not have anything to do with it and if it was a head gasket wouldnt it blow smoke all the time not just at high rpms?
A blown HG can be big and the engine won't run worth a lick, or small and smoke a little bit, even intermittently.
Just because you haven't destroyed your engine running it with no oil until the oil light comes on, doesn't mean you have enough oil.

i have changed selinoids and have even wired them up to a push button and vtec still did not hit if i hook the selinoid to a 12v it should hit no matter what right? would that mean that the selinoids that i put in are junk? i only used used ones how do u know if the selinoid is good before u put it in?

You have bigger problems than a lack of VTEC.
If the wiring and VTEC solenoids are o.k., the problem is oil pressure or mechanical. Locking VTEC pins missing or incorrectly installed, missing o-ring or dowel under #3 cam cap perhaps.

Does your oil pan have any dents in it? I've seen vtec not cross over do to the pan being dented and the pick up is not sucking up enough oil......just a thought

had a friends ls/v have the same prob, tried all of the same things that you did.
Found he had very low oil press, around 15 psi. turned out to be a spun bearing.
