Looks like the transceiver for an old bag cell phone... It's probably analog, so it's useless these days (most cell companies won't even activate those old phones)...
Rip it out... It's just a paperweight now....
I bet if you follow that black 8-pin flat wire you'll either find a base for the handset or it goes to an area where the handset was once mounted...

LOL, that is an old Audiovox car cell phone, pretty good in it's day, but as mentioned not any more, obviously there is no handset, you would have noticed it, however, there are probably some holes someplace that you were wondering about.
Also as mentioned, remove it and it's wiring and chuck it in the garbage.

That's awesome! I haven't seen one like that in years.
Analog goes away in February but you couldn't activate that thing if you wanted to because no carriers will activate analog devices anymore. They're not enhanced 911 compliant so you can't put them on an cellular account as a new device.
Doubt that thing would work even if you had a handset for it.
By the way, Go Steelers.
Although, now that I think about it, it could possibly be a booster, which might work on digital devices. Does it have something that says, "ESN," "DEC," or "HEX" on it? You might want to check with Toshiba, Audiovox, UTStarcom or HTC (depending on who actually made the device) and see, based on the SN, what it actually is.
Also, if it says 800 MHz AMPS on it, it's an analog base.
If you can tell me what the FCC ID is (I can't see it clearly in the pic) then I can tell you what it is, provided it is still in their database.
