my plan goes as follows, and im on a tight budget for now so some of this might be down the road.
it will probably stay like this through the winter but right after the snow goes away im gunna pick up some 15in rota slipstreams since im too poor for some spoons. I still haven't decided if turbo is for me so I wanna get a new intake manifold and headers, some si front and rear lips, and some new springs to lower it just a bit, I thought about some coilovers or something but I want to have good ride quality. the reason im debating turbo is because I want a reliable setup. I have also pondered the idea of a new cam and valve train. if anyone has any suggestions on brands let me know because skunk2 is what I would go with at this point but I dont know what else is good.

You should stay on H-T and do a lot of reading before you start modding, you wanna make the right choices the first time. Just a couple things...you can't get the front and rear lips you'd see on an Si because you have different front and rear bumpers, you need lips for 96-98s, so the Civic Type R front lip (not "Type R style," different lip!) and OEM rear, for example. Next thing is what you said about lowering the car. Coilovers absolutely 100% without question give a better ride than springs on stock shocks. Getting coilovers means your springs and shocks know how to work together properly, and there are plenty of them out there that have very comfortable street settings. Stock shocks + lowering springs = crappy ride. Last couple things- you've only got 1 header since you're talking about an inline four motor (not headers) and it's probably best for you to look into an engine swap if you want reliability. Doing an NA build on a single cam motor is pretty much a waste of money unless you're going to get really serious about it...a turbo single cam can be very fast, but again, it's hard on a budget. Look into throwing a B18 (non-VTEC) in there. They can be had for super cheap and it's an easy swap, which will make the car a lot faster and more 'torquey'...obviously if your budget gets bigger you can look into other motors like B series VTECs (B16A, B18C1 and on up).
Hope that helps
