Default Tranny, transmission problem or throttle bearing?

When the engine is on, it will not go into any gears? When the engine is off, I will go into gears with no problem? I took the tranny off and replace the the cluth, used the same clutch plate, same results. Checked fluids and its fine. What do you guys think?

1) On level road
2) Stick in to first gear (when engine is off).
3) Turn on engine and keep clutch pedal fully depressed and rev to 3 - 4K

If your car creeps forward that means the clutch is not completely disengaging and thus "locking" you out of the gears.
