Default HELP me please 3200 rev limiter

Just did an ls swap into my 91 civic hb and it works fine but out of nowhere i get a rev limiter at around 3200 and it smells really rich. If you gun the gas quickly it boggs really bad. I reset the ecu and then it works for a little bit but i'm not sure if it's the ecu, dizzy, a sensor, not sure,
It is throwing a code 4 and a code 9.
Please any ideas would be great.

Crank and TDC sensors are fubarred throwing you in limp mode.

Assuming your car is stock, just replace the dizzy. If it's been wired to something else, check the wiring.

when it runs rich, you cant smell it, what you are smelling is unburned fuel, it could be from running rich, but you cant smell CO LOL
