94 hatch, lowered 2 inches front/rear
I lowered my hatch two months ago, on my Si rims. It's now time to replace my tires and noticed my front tires wearing out faster on the outside, and the rear on the inside.
Will getting an alignment help stop this? what about the rear? Can the rear be adjusted?
Im on a budget and am trying to avoid camber kits.

Yes an alignment will help to minimize uneven tire wear, and yes, toe is adjustable front and rear.
The alignment shop may try to sell you on camber adjustment parts. Kindly tell them no, and instruct them to just adjust the toe as close as possible to 0.00 at all four corners. They may not warranty the alignment, but thats okay, as long as the steering wheel is straight and the print-out looks acceptable when the car is done.

Thanks for the info. My friend looked underneath my car and told me it doesnt have tie rods in the rear to adjust. How is it adjustable?

The adjustment is at the chassis mounting point for the toe compensator arm at the front of each trailing arm.
