Another noob asking for advice
I'm planning on getting 17x7s for my 98GSR, I'd like to lower the car (not slam) once I put on the new wheels.
What I want: Adjustability, semi-smooth ride without sacrificing performance, the best parts for the money, and something that will last (lifetime warranty?)
I'm sure there are many brands out there, but I really have no idea where to start.

AMR engineering is a small "click-and-mortar" company that seems to produce a high quality adjustable coilover with specifically custom tailored to the customers needs, they also come with a lifetime warranty. It seems as though they are devoted to customer service, although being a small company their turn around time seems a bit lengthy. I'd say they'ed probably offer you a coilover with an 8f/6r spring rate that has a good damping range to give you a performance feel when you want it. Their setup runs $850. Because this company is not thoroughly established it is why I went with PIC's.

PIC is also a small "click-and-mortar" company that is already established. Their product is also of high quality, as well as their customer service. They also offer custom rates per request. I'm running their 1st level Selects (10f/8r) on a 2000 Civic, they are pretty stiff for a daily driver that sees only occasional high-performance driving. I think 8f/6r may have been a better choice, although I do not regret getting my current setup. Their setup runs $1060 and comes highly recommended.

I hope others will chime in with their experience with other setups.
