Default fuel pump wont prime w/ new relay..???

so im almost done with my hatch, fuel delivery is the only thing left... i got the power and ground wired up for the pump itself, when i tried priming it .. nothing happened... u used jumper wires and the pump started priming, so i figured it was the relay... i replaced the relay and still no prime, im not new to this **** ive been working on cars for 7years and im stumped.. the only thing i didnt do is check for voltage (its ****** late and im tired, ive been up sense 5am) so im doing that tomorrow after work but can anyone give me some ideas as to WHAT THE HELL IS WRONG?? that is seriously the only thing holding me back from starting my car... PLEASE HELP!!!

Replace your ECU fuse. Should fix it right up.

have you tried a different ECU?
there is a growing common problem with honda ECUs where one of the capacitors in the ECU fails and causes the ECU to never turn on the fuel pump.

not a difficult repair, if you know what you're doing. (pull out the cap, clean up the board, install new cap)
