Default Weird headlight projection

I purchased some black JDM dual halo projection headlights and while adjusting them I noticed a "weird projection". That's the only way I could describe it. For a better visual, while shining them on a the garage door I notice a "stairstep" shape coming from both headlights. I've tried adjusting them up down left right even tried moving the whole assembly itself but it's still there. It just doesn't seem right. I have them adjusted where they supposed to be but every time they reflect off of something I see that annoying shape. It almost seems out of focus. I'll try and post a pic later for a better idea of what it is I am talking about.

Any help would be greatly appreciated.

Kirk

Sometimes its meant that way so road signs posted overhead such as passing under a overpass can be lit up at night. And on the sidenote most headlights in USA are focused more towards the right than the left.

It's a cut-off shield to keep from blinding other drivers... all projector housings have it
