Default Brake light issues..

About a week ago my "brake lamp" light came on, so I checked my tailights and the passenger side brake light was off, no big deal, I just replaced the bulb, after doing so(twice), the indicator light was still on. Well now the tailight comes on like it should, but it still doesnt activate the brake light. Its a 5th gen(97), and the bulbs are dual filiment. So its turning on the first one, but not the second. My brother has a 97 lx, so I tried his tailight harness and got the same issue. Any suggestions?

yep, replaced it twice even, checked the fuses, they are ok. There has to be some sort of switch along the line somewhere, that causes the second filament to light.
