need some insight on this problem

alright..i have an 89 dx hatch with a b16a. i recently thought i blew my motor to **** when the timing belt slipped...luckily nothing was wrong. in the process of checking everything out i removed the head to check the valves, pistons andwhat not and everything was good. i replaced the timing belt and the distributor cap.now i hooked everything up right, all my grounds are in(thought they were bad so i replaced when first trying to figure out problem), and the starter passed up at autozone.the car wont start and acts like it has a lack of electrical power. when i turn the ignition, i can hear the fuel pump priming and it just keeps priming. is it supposed to do that?also my dash lights are dim as well. any insight or suggestions would help...i'm running out of ideas. sorry for the short story guys, just wanted to give all the details. thanks
Common rule of thumb when something quits working....
Go back and check the last thing you did that would effect it...that's probably the problem...
Whatever electrical you messed with is where the problem is...
