idle problems

Default throttle sticking?

I have a 97 civic ex with 5 spd trans.When i push in the clutch pedal and go to shift,the rpms shoot up,like the throttle is stuck.It stays like this for about 20 minutes or so,then its fine.After its warmed up i can hit the throttle push in the clutch,and it idles down fine,no problems the rest of the day.Is this a iacv problem?Any suggestion would be appreciated.Thanks in advance

check your iac and vaccum line?
