Default throttle sticking?

I have a 97 civic ex with 5 spd trans. When i push in the clutch pedal and go to shift, the rpms shoot up,like the throttle is stuck. It stays like this for about 20 minutes or so,then its fine. After its warmed up i can hit the throttle push in the clutch, and it idles down fine,no problems the rest of the day.Is this a iacv problem?Any suggestion would be appreciated. Thanks in advance
